Ekonomi Koperasi

System ekonomi antara lain :
  •  Liberal = lessez faire =  bebas (capitalis)

  • Terpusat = komunis (hanya dalambentuk paham)

  • Sosialis = kita hidup bersosialis

  • Campuran (antara sosialis dan liberar)


Ekonomi pasar bebas selalu mengingkan hasil yang maksimum

Teori kapitalis = Apabila sudah mendapatkan untung tidak mau berbagi dengan yang lainnya. Sehingga dapet mengakibatkan disatu sisi kaya raya dan di satu lain miskin.

  Keuntungan koperasi disebut sisa hasil usaha (SHU) dibagi kepada setiap anggota. 
  Keuntungan perusahaan (kapitalis) disebut profit (laba). Dibagi kepada pemilik modal.

Ekonomi Koperasi


Pengertian Koperasi

    Penjelasan UUD 1945 menyatakan bahwa bangunan usaha yang sesuai dengan kepribadian bangsa indonesia adalah koperasi. Koperasi merupakan gerakan ekonomi rakyat yang dijalankan berdasarkan asas kekeluargaan. inti dari koperasi adalah kerja sama, yaitu kerja sama diantara anggota dan para pengurus dalam rangka mewujudkan kesejahteraan anggota dan masyarakat serta membangun tatanan perekonomian nasional. Sebagai gerakan ekonomi rakyat, koperasi bukan hanya milik orang kaya melainkan juga milik oleh seluruh rakyat Indonesia tanpa terkecuali.
Berikut ini adalah landasan koperasi Indonesia yang melandasi aktifitas koperasi di Indonesia.
  • Landasan Idiil ( pancasila )
  • Landasan Mental ( Setia kawan dan kesadaran diri sendiri )
  • Landasan Struktural dan gerak ( UUD 1945 Pasal 33 Ayat 1 )
Koperasi adalah juga gerakan yang terorganisasi yang didorong oleh cita – cita rakyat mencapai masyarakat yang maju, adil dan makmur seperti yang diamanatkan oleh UUD 1945 khususnya pasal 33 ayat (1) yang menyatakan bahwa :
“Perekonomian disusun sebagai usaha bersama berdasar atas asas kekeluargaan”. Dan “bangun perusahaan yang sesuai dengan itu ialah koperasi”. Karena dorongan cita – cita rakyat itu, undang – undang tentang perkoperasian No. 25 Tahun 1992 menyatakan bahwa koperasi selain badan usaha juga adalah gerakan ekonomi rakyat.

a. Definisi Koperasi Menurut ILO ( International Labour Organization )

    Definisi koperasi yang lebih detail dan berdampak internasional diberikan oleh ILO sebagai berikut :
“Cooperative defined as an association of persons usually of limited means, who have voluntarily joined together to achieve a common economic end thorough the formation of a democratically controlled business organization, making equitable contribution to the capital required and accepting a fair share of risk and benefits of undertaking”.
Dalam definisi ILO tersebut, terdapat 6 elemen yang dikandung koperasi sebagai berikut :
  • Koperasi adalah perkumpulan orang – orang ( Association of persons ).
  • Penggabungan orang – orang tersebut berdasar kesukarelaan ( Voluntarily joined together ).
  • Terdapat tujuan ekonomi yang ingin dicapai ( to achieve a common economic end ).
  • Koperasi yang dibentuk adalah satu organisasi bisnis ( badan usaha ) yang diawasi dan dikendalikan secara demokratis ( formation of a democratically controlled business organization )
  • Terdapat kontribusi yang adil terhadap modal yang dibutuhkan ( making equitable contribution to the capital required )
  • Anggota koperasi menerima resiko dan manfaat secara seimbang ( Accepting a fair share of the risk and benefits of the undertaking ).
b. Definisi Koperasi Menurut Chaniago

    Drs. Arifinal Chaniago (1984) dalam bukunya Perkoperasian Indonesia memberikan definisi, “Koperasi adalah suatu perkumpulan yang beranggotakan orang – orang atau badan hukum yang memberikan kebebasan masuk dan keluar sebagai anggota dengan bekerja sama secara kekeluargaan menjalankan usaha untuk mempertinggi kesejahteraan jasmaniah para anggotanya”.

c. Definisi Koperasi Menurut Hatta

    Menurut Hatta, untuk disebut koperasi, sesuatu organisasi itu setidak – tidaknya harus melaksanakan 4 asas. Asas – asas tersebut adalah :
1. Tidak Boleh dijual dan dikedaikan barang – barang palsu
2. harga barang harus sama dengan harga pasar setempat
3. Ukuran harus benar dan dijamin
4. Jual beli dengan Tunai. Kredit dilarang karena menggerakan hati orang untuk membeli diluar kemampuannya.

d. Definisi Koperasi Menurut Munkner

    Munkner mendefinisikan koperasi sebagai organisasi tolong – menolong yang menjalankan “urusniaga” secara kumpulan, yang berazaskan konsep tolong – menolong. Aktivitas dalam urusniaga semata – mata bertujuan ekonomi, bukan social seperti yang dikandung gotong – royong.

e. Definisi Koperasi Menurut Undang – Undang No. 25 Tahun 1992

    Undang – undang No. 25 tahun 1992, memberikan definisi “Koperasi adalah badan usaha yang beranggotakan orang – orang atau badan hukum koperasi yang melandaskan kegiatannya berdasarkan prinsip koperasi sekaligus sebagai gerakan ekonomi rakyat yang berdasar atas asas kekeluargaan”.
Berdasarkan batasan koperasi, koperasi Indonesia mengandung 5 unsur sebagai berikut :
  • Koperasi adalah badan usaha ( Business Enterprise )
  • Koperasi adalah kumpulan orang – orang dan atau badan – badan hokum koperasi
  • Koperasi Indonesia adalah koperasi yang bekerja berdasarkan “prinsip – prinsip koperasi”
  • Koperasi Indonesia adalah “Gerakan Ekonomi Rakyat”.
  • Koperasi Indonesia “berazaskan kekeluargaan”

f. Definisi Koperasi Menurut Dr. Fay

   Dr. Fay pada tahun 1908 memberikan definisi, “Koperasi adalah suatu perserikatan dngan tujuan berusaha bersama yang terdiri atas mereka yang lemah dan diusahakan selalu dengan semangat tidak memikirkan diri sendiri sedemikian rupa, sehingga masing – masing sanggup menjalankan kewajibannya sebagai anggota dan mendapat imbalan sebanding dengan kesempatan mereka terhadap organisasi”.

g.Definisi Koperasi Menurut Calvert

   Calvert dalam bukunya The Law and Principles Of Cooperation memberikan definisi, “Koperasi adalah organisasi orang – orang yang hasratnya dilakukan secara sukarela sebagai manusia atas dasar kesatuan untuk mencapai tujuan masing – masing”.

h. Definisi Koperasi Menurut ICA ( International Cooperation Allience )

    ICA dalam bukunya “The Cooperative Principles” karangan P.E. Weraman memberikan definisi sebagai berikut, “ Koperasi adalah kumpulan orang – orang atau badan hokum yang bertujuan untuk perbaikan social ekonomi anggotanya dengan memenuhi kebutuhan anggotanya dengan jalan saling membantu antara satu dengan yang lainnya dengan cara membatasi keuntungan, usaha tersebut harus didasarkan atas prinsip – prinsip koperasi”.

i. Definisi Koperasi Menurut Prof. Marvin, A. Schaars.

   Prof.Marvin, A. Schaars, seorang guru besar dari University Of Wisconsin, Madison USA, memberikan definisi “A Coorperative is a business voluntary owned and controlled by is member patrons, and operated for them and by them an a non profit or cost basis”. Yang artinya, “Koperasi adalah suatu badan usaha yang secara suka rela dimiliki dan dikendalikan oleh anggota yang adalah juga pelanggannya dan dioperasikan oleh mereka dan untuk mereka atas dasar nirlaba atau atas dasar biaya”.

j. Definisi Koperasi Menurut Undang – undang Koperasi India

   Undang – undang Koperasi India tahun 1904 yang diperbaharui pada tahun 1912 memberikan definisi, “Koperasi adalah organisasi masyarakat atau kumpulan orang – orang yang bertujuan untuk meningkatkan pendapatan atau mengusahakan kebutuhan ekonomi para anggotanya sesuai dengan prinsip – prinsip koperasi”.




Proses Pendirian Koperasi

            Dasar hukum mendirikan koperasi adalah Undang-undang Nomor 25 tahun 1992 tentang Perkoperasian, PP Nomor 4 tahun 1994 tentang persyaratan dan tata cara pengesahan akta pendirian dan perubahan anggaran dasar koperasi, kemudian Peraturan Menteri Nomor 01 tahun 2006 yaitu tentang petunjuk pelaksanaan pembentukan pengesahan akta pendirian dan perubahan anggaran dasar koperasi. Koperasi merupakan usaha yang dibentuk oleh sekelompok orang atau anggota masyarakat yang mempunyai kegiatan dan kepentingan ekonomi yang sama. Dalam agenda pendirian koperasi sebaiknya didahului dengan penyuluhan kepada seluruh calon anggota sehingga memiliki persepsi yang sama. 

            Mendirikan sebuah koperasi jumlah minimal anggotanya adalah 20 orang. Dalam proses pendiriannya awali dengan rapat pembentukan koperasi yang harus dihadiri oleh pejabat dinas atau instansi yang membidangi permasalahan koperasi di wilayah setempat. Ada beberapa poin penting yang wajib dibicarakan dalam rapat pembentukan koperasi tersebut antara lain: kesepakatan nama dan tempat kedudukan koperasi, maksud dan tujuan, jenis koperasi dan bidang usaha yang dilakoni, keanggotaan, rapat anggota, pengurus, pengawas dan pengelola, membahas tentang permodalan, jangka waktu serta sisa hasil usaha. Hasil dari keputusan rapat tersebut akan digunakan sebagai dasar pengajuan akta pendirian ke notaris.

            Melalui notaris atau kuasa pendiri, berkas ijin pendirian koperasi simpan pinjam tersebut diajukan ke pejabat yang berwenang untuk dievaluasi. Beberapa bukti tertulis yang wajib dilampirkan antara lain berupa salinan akta pendirian bermaterai, akta pendirian yang telah ditandatangani notaris, surat bukti tersedianya modal, rencana kegiatan usaha kurang kurangnya untuk 3 tahun ke depan, dan RAPB.


Proses Pengajuan Permohonan Izin dan Pengesahan

Setelah semua berkas komplit, maka pejabat yang berwenang akan melakukan penelitian dan pengecekan untuk memutuskan layak tidaknya usaha koperasi tersebut. Jika dari hasil review dan inspeksi diputuskan bahwa koperasi tersebut telah memenuhi syarat maka selambat-lambatnya dalam waktu 3 bulan surat pengesahan izin pendirian koperasi harus telah diterima oleh pengurus koperasi tersebut.

Lalu bagaimana jika pengajuan tersebut ditolak? Berkas akan dikembalikan sertai dengan alasan penolakan. Dalam tempo 1 bulan para pendiri koperasi harus berusaha memenuhi persyaratan yang belum lengkap untuk diajukan kembali agar mendapat tinjauan ulang dari pejabat yang berwenang.

Persyaratan lengkap untuk membentuk dan mendirikan koperasi simpan pinjam dapat dilihat pada daftar berikut:
  1. Fotokopi akta pendirian koperasi dari notaris (rangkap dua)
  2. Berita acara rapat pendirian koperasi
  3. Daftar hadir rapat pendirian yang telah ditandatangani semua anggota
  4. Fotokopi ktp pendiri
  5. Kuasa pendiri atau pengurus terpilih yang bertugas untuk mengurus proses pengesahan pembentukan koperasi
  6. Surat bukti tersedianya modal
  7. Rencana kegiatan usaha koperasi dalam tiga tahun kedepan
  8. Rencana anggaran belanja dan pendapatan koperasi
  9. Daftar susunan kepengurusan dan pengawas koperasi
  10. Daftar sarana kerja koperasi
  11. Surat pernyataan yang menyatakan tidak memiliki hubungan keluarga antara pengurus
  12. Susunan struktur organisasi koperasi

Khusus untuk koperasi simpan pinjam beberapa persyaratan tambahan antara lain:
  1. Surat bukti penyetoran modal sendiri pada awal pendirian, itu berupa deposito pada bank pemerintah atas nama menteri negara koperasi dan umkm.
  2. Kelengkapan administrasi organisasi dan pembukuan usp yang dikelola secara kusus dan terpisah dari pembukuan koperasinya.
  3. Nama dan riwayat hidup pengurus dan pengawas
  4. Surat perjanjian kerja antara pengurus koperasi dengan pengelola USP koperasi
  5. Nama dan riwayat hidup calon pengelola yang dilengkapi dengan beberapa poin berikut seperti bukti telah mengikuti pelatihan atau magang usaha simpan pinjam koperasi, surat keterangan berkelakuan baik atau SKCK, surat pernyataan tidak mempunyai hubungan sedarah dengan pengurus dan pengawas, dan terakhir adalah surat pernyataan pengelola tentang kesediaannya untuk bekerja secara purna waktu.
  6. Permohonan ijin menyelenggarakan usaha simpan pinjam

Gerunds And Infinitives



       Both gerunds and infinitives can be nouns, which means they can do just about anything that a noun can do. Although they name things, like other nouns, they normally name activities rather than people or objects. 

Here are five noun-uses of gerunds and infinitives (and one additional non-noun use, the adjective complement, that we throw in here, free of charge).
1.      Gerunds and infintives can both function as the subject of a sentence:
  1. Playing basketball takes up too much of her time.
  2. To play basketball for UConn is her favorite fantasy.
2.      It is not impossible for an infinitive to appear at the beginning of a sentence as the subject (as in Ib), but it is more common for an infinitive to appear as a Subject Complement:
  1. Her favorite fantasy is to play basketball for UConn.
The gerund can also play this role:
  1. Her favorite fantasy is playing basketball for UConn.
3.      Both of these verbal forms can further identify a noun when they play the role of Noun Complement and Appositive:
  1. Her desire to play basketball for UConn became an obsession.
  2. I could never understand her desire to play basketball for UConn.
  3. Her one burning desire in life, playing basketball for UConn, seemed a goal within reach.
      The infinitive is often a complement used to help define an abstract noun. Here is a very partial list of abstract nouns, enough to suggest their nature. Try following these adjectives with an infinitive phrase (their desire to play in the championship game, a motivation to pass all their courses, her permission to stay up late, a gentle reminder to do your work) to see how the phrase modifies and focuses the noun.

4.       Infinitive phrases often follow certain adjectives. When this happens, the infinitive is said to play the role of Adjective Complement. (This is not a noun function, but we will include it here nonetheless.)
  1. She was hesitant to tell the coach of her plan.
  2. She was reluctant to tell her parents, also.
  3. But she would not have been content to play high school ball forever.
Here is a list of adjectives that you will often find in such constructions.

5.      Although we do not find many infinitives in this next category, it is not uncommon to find gerunds taking on the role of Object of a Preposition:
  1. She wrote a newspaper article about dealing with college recruiters.
  2. She thanked her coach for helping her to deal with the pressure.
Two prepositions, except and but, will sometimes take an infinitive.
  1. The committee had no choice except to elect Frogbellow chairperson.
  2. What is left for us but to pack up our belongings and leave?
6.      And, finally, both gerunds and infinitives can act as a Direct Object:
       Here, however, all kinds of decisions have to be made, and some of these decisions will seem quite arbitrary. The next section is about making the choice between gerund and infinitive forms as direct object.
Verbs that take other verb forms as objects are called catenatives (from a word that means to link, as in a chain). Catenatives can be found at the head of a series of linked constructions, as in "We agreed to try to decide to stop eating between meals." Catenatives are also characterized by their tendency to describe mental processes and resolutions. (Kolln)

      Although it is seldom a serious problem for native English speakers, deciding whether to use a gerund or an infinitive after a verb can be perplexing among students for whom English is a second language. Why do we decide to run, but we would never decide running? On the other hand, we might avoid running, but we would not avoid to run. And finally, we might like running and would also like to run. It is clear that some verbs take gerunds, some verbs take infinitives, and some verbs take either. The following tables of verbs should help you understand the various options that regulate our choice of infinitive or gerund.

      The verbs in the table below will be followed by an infinitive. We decided to leave. He manages, somehow, to win. It is threatening to rain. Notice that many, but not all, of these verbs suggest a potential event.
           Some of the verbs in the following table may be followed by a gerund if they are describing an "actual, vivid or fulfilled action" (Frodesen). We love running. They began farming the land. These are described, also, below.

      The verbs in the next table will often be followed by an infinitive, but they will also be accompanied by a second object. We asked the intruders to leave quietly. They taught the children to swim. The teacher convinced his students to try harder.
      The verbs in blue, with an asterisk, can also follow the same pattern as the verbs in the table above (i.e., the second object is optional). We all wanted to go. They promised to be home early.

      Gerunds accompany a form of the verb to go in many idiomatic expressions: Let's go shopping. We went jogging yesterday. She goes bowling every Friday night.
      The following verbs will be followed by a gerund. Did I mention reading that novel last summer? I recommend leaving while we can. I have quit smoking These verbs tend to describe actual events.

      The verbs in the following table can be followed by either an infinitive or a gerund, and there will be virtually no difference in the meaning of the two sentences. I like to play basketball in the park. I like playing basketball in the park.

      The verbs in this next, very small table can be followed by either an infinitive or a gerund, but there will be a difference in meaning. I stopped smoking means something quite different, for instance, from I stopped to smoke. The infinitive form will usually describe a potential action.

      Finally, the verbs below will be followed by either a gerund or a simple verb and a second subject will be required. I saw the team losing its composure. I overheard my landlord discussing a rent increase. (I heard Bill sing/singing.) These verbs involve the senses.

       Verbs of perception — hear, see, watch — and a handful of other verbs — help, let, and make — will take what is called the bare infinitive, an infinitive without the particle "to." This is true of these verbs only in the active voice.
  1. We watched him clear the table.
  2. They heard the thief crash through the door.
  3. She made me do it.
  4. We helped her finish the homework.

Using Possessives with Gerunds

      Do we say "I can't stand him singing in the shower," or do we say "I can't stand his singing in the shower"? Well, you have to decide what you find objectionable: is it him, the fact that he is singing in the shower, or is it the singing that is being done by him that you can't stand? Chances are, it's the latter, it's the singing that belongs to him that bugs you. So we would say, "I can't stand his singing in the shower."
      On the other hand, do we say "I noticed your standing in the alley last night"? Probably not, because it's not the action that we noticed; it's the person. So we'd say and write, instead, "I noticed you standing in the alley last night." Usually, however, when a noun or pronoun precedes a gerund, that noun or pronoun takes a possessive form. This is especially true of formal, academic writing.

There are exceptions to this. (What would the study of language be without exceptions?)
  • When the noun preceding the gerund is modified by other words, use the common form of that noun, not the possessive.
    1. Federico was pleased by Carlos's making the Dean's List for the first time.
      but
    2. Federico was pleased by Carlos, his oldest son, making the Dean's List for the first time.
When the noun preceding the gerund is plural, collective, or abstract, use the common form of that noun, not the possessive.
    1. Professor Villa was amazed by her students working as hard as they did.
    2. The class working collaboratively was somebody else's idea.
    3. It was a case of old age getting the better of them.
There are certain situations in which the possessive and the gerund create an awkward combination. This seems to be particularly true when indefinite pronouns are involved.
    1. I was shocked by somebody's making that remark.
      This would be greatly improved by saying, instead . . .
    2. I was shocked that somebody would make that remark.
This is also true when the "owner" of the gerund comes wrapped in a noun phrase:
    • I was thankful for the guy next door shoveling snow from my driveway.
